Why does the Sound Waves Decodable Reader Support set cost more than the Core and Extended sets?

Sound Waves Literacy

The core and extended sets each include fewer books than the support sets. The extra books are for the Sound Waves Literacy units where more than one grapheme is taught for the focus phoneme. For example, ai, ay and a_e for the phoneme /ai/ as in snail.

Typically in support, one focus grapheme is featured per book to reduce the cognitive load for students; however, in core and extended the corresponding books include multiple graphemes for the focus phoneme.
